To be legally married in New York State you need a marriage licence from the city or town clerk, and the ceremony must be performed by an authorised officiant. Many imams are registered officiants, so couples often do the nikah and the legal marriage at the same ceremony.
There is a short waiting period after the licence is issued, and the licence must be used within a set window, so apply ahead of your planned nikah date. The Islamic Cultural Center of New York and many local masjids can advise.
